Hoover Public Library & Scifi/Fantasy Fest Cosplay Rules

  • The Hoover Public Library and Hoover Senior Center are family-friendly public buildings. Please use common sense, be considerate of attendees and library users, and be aware of your surroundings. 

  • Costume approval is solely at the discretion of the library staff. “No costume” is not a costume. Your body must be covered.  No wardrobe malfunctions, whether intentional or unintentional will be allowed. If your costume is deemed too revealing or offensive, you will be asked to cover up or change.


  • Protective footwear is required per library rules.


  • All military, law enforcement, and other emergency service costumes should be easily distinguishable from official uniforms.


  • Hate symbols will not be tolerated.


  • Roller blades, skates and skateboards are not allowed in the library or Senior Center.


  • No signs offering services or making requests to be hugged or touched.  We want everyone to feel comfortable.


  • All COSTUME WEAPONS must be inspected at the weapons check desks at the front entrance of the library and Senior Center. Library staff will inspect costumes and peace bond any weapons that are not already that way.  This means:

* Projectile costume weapons must be rendered inoperable.

* Arrows must have their tips removed and be zip-tied to a quiver.

* Non-foam costume swords must be tied to your costumes in such a way that they cannot be drawn.


  • The library will have a costume weapons coat check at the front entrance for your convenience.


  • Remember, cosplay is NOT consent.
